CElfs have one of the lowest social standings. They have amazingly bad stats. They can't use a mount, and don't have the stamina to go very far. They need a tent to travel, and all tents take up a massive amount of their low encumbrance.
They are a weak choice for every guild, like oldtwink had said.
The high agility doesn't matter for the sneaky guilds. It matters least for pick-pocket. This is because all their "showpiece" skills cap at 90 or 95. It's high enough that a human's agility bonus is almost perfectly enough. The agility actually matters more for combat, but their low hp and shit-tastic regen fuck them over and over for combat roles. At best, they become the world's greatest sparring dummy.
Edit Give them Delf stats, without the ability to run. 0Karma Elf.
This keeps them being city elves, but it helps out with humans out doing them in every guild.

IIRC, even celf and delf agility got nerfed at one point. I remember it being insanely high at one point, like 30+. And now it's more like 24 or something as a max. Albeit, this has been determined mostly by the number of items one can hold in their hand.
When a half-giant with crap agility can hold 3, and a delf with extremely good agility can hold 7-8...

Yeah, I got to play d-elves when they were first introduced and they were pure insanity agility-wise. I remember my warrior d-elf kicking a bahamet to death because my weapons just kept bouncing but kick would do a tiny amount of damages. Took me like 45 minutes but never got hit back once, heh.

Even though CElfs are a disaster stat, documentation and playability wise, theirs no cooler of a race.
ib4 being Gypsy. And I'm not talking about what you think a Gypsy is in your fucked up romantic world or in a mudsex heavy Tan Muark. I mean a genuine Roma who will pop out of nowhere to sell you an umbrella the moment it starts raining and somehow steal your iphone in the process. That is a CElf.

Celf agility may not be like HG strength or something, but it is enough. Not retardedly high or whatever, but high enough to be appreciatively better and useful if you know how to make use of it.
Celf wisdom is not. Not even close. It irks me, and I think there is no excuse for its current state.

I think it honestly might have been one of those, we're not getting the bang for our buck out of the Tan Muark and it pays off for us to nuke them because it removes the joking but sekritly jealous waterfall comments from the GDB.

Honestly, I hated them for the same reason I hated the Sun Runners...overpowered light weight gear, and impossible to fuck with lest you risk the burning wrath of some pseudo-sorceror esque powerhouse.

I keep seeing people posting about Delves entering the city for refuge or lack of resources. These are Delves, they thrive on those things. I think it's a long con. Some tribe was walking along and saw Allanak rising up in the distance, they looked at each other and decided then and there, they're stealing it.
But already the walls are providing enough cover to prevent an attack. The tribe isn't large enough to assault it themselves, and fuck *other tribe* they're a bunch of no good backstabbing scum. So they infiltrate. Sneak in, they know the humans won't completely accept them, but they'll let them stay because it makes their lives easier. And slowly, the elves grow in population. They collude and drive the ignorant and immoral into the northern section of the city, driving it into a slums where they can thrive and the city has no authority. Then wait for their chance to make their move.
Do their ancestors remember all this, generations later? No, some things remain. They don't corrupt their bloodline, they don't let beasts carry them when their own feet are strong. They hold to their pride. They are content to wait, to outlast the humans, until something happens and they have the upper hand. In the mean time they trick and thieve their way to survive and in some places prosper. Everyone knows elves are liars and thieves, but they do it anyways, they don't care what the humans think.
At least that's how I think of it, less of a victim scenario, more of a long con that's gone on so long, they don't even remember they're doing it.

City Elves suck for RP purposes too, twinking aside. Because of their low standing in society they're blacklisted from clans, and the few clans that would take them don't want to because they can't ride mounts. They're stuck in a sphere (city) where they are essentially excluded from roleplay. It makes them boring to play.
IMO, the best way to fix city elves is to give them city hide/sneak comparable to desert elf hide/sneak. Remove steal because that's useless without hide/sneak anyway. Call it "city adaption". Increase their wis dramatically, throw on some natural poison/magic resist, bump them to 1 karma if need be, and let them become the ultimate city antagonists the same way Red Fang and desert elves used to be amazing desert antagonists.
