If you play any race and prioritise wisdom you'll get a high score. I'm saying here that an elf's exceptional, average, or poor wisdom differs only veeeeery slightly from a human's. Well, I meant that if wisdom is related to your mana as a 'giker, then I think there was a noticeable gap between prioritized elf wisdom and prioritized human wisdom, but it's been a long while since I've felt suicidal enough to roll me a city-elf.

The game would need to have some huge boon to city-elves, like the entire 'rinth being a c-elf zone. I actually think that would have been quite fine, and the commons of Allanak could be a human slum not quite as unrealistically abject as the 'rinth but nowhere near as lawful as it is right now. That would make c-elves a very unique and appealing roleplaying prospect, as well as the primary option for heavy-duty crime roleplay.
Having elves at the very bottom of society would reinforce the notion of their social inferiority whereas having an area for humans of precisely equal squalor simply makes the elven counterpart irrelevant. Plus, I think it would be much more interesting if human criminals operated more consistently in Allanak proper. It'd make it a much more tangible element of Allanak's culture, and simultaneously less all-or-nothing.

Did they really change c-elf's wisdom? Because each time I've played elves and placed wisdom first it was always a pretty high score. Yes. You can tell by what their mana used to be, and what it is now.

anyone have any idea of corresponding mana levels? do you get 15 mana per lvl or wat? poor = 15 and so on?

Nah. Even half-giants can break 50 mana, and even exceptional HG wisdom is really bad for humans.

It's a bit weird, but I think there's a default mana pool that then gets modified by wisdom. I know half-giants with sufficiently low wisdom will get negative mana. I've had one with -6. On that note, if you make a HG mage and get less than 50 mana, staff will set your mana to 50.
Wisdom affects mana in increments of 3. For humans, it goes something like this:
Exceptional: 118, 121 Ex. Good: 112, 115 Very Good: 106, 109 Good: 100, 103 A. Average: 94, 97 Average: 88, 91 B. Average: 82, 85 Poor: etc.
Might be off by a bit, but it's thereabouts. This also suggests that each descriptor covers two adjacent stat values, i.e. EG = 15-16 or whatever.

It's a hilariously awful race in terms of stats. Take basically any guild and c-elf is the worst race for it.

I'd still take a human pick-pocket over elf. The agility isn't that big of a deal, an elf is 5000% more likely to get watched, and having low elf strength means you'll be somewhat encumbered even in light gear. Watch is the #1 enemy of pick-pockets, it's like a -50% penalty. Being an elf will make your life way harder.
As a pick-pocket, you want to carry around both a set of normal clothes, a set of stealth bonus gear, and optionally some light armor and weapons. Add a waterskin, coins etc. and it starts to get to the point where a c-elf with average strength will struggle to stay lightly encumbered. That's not worth a few extra points in agility on a guild that already gets AI agility pretty much guaranteed.
Besides, maxed steal pretty much doesn't fail unless you're being watched, and if you are, you shouldn't try to steal at all as watch completely fucks it up. The bonus you'd get from being an elf is almost completely meaningless. Like backstab, steal ends up essentially unable to fail at the cap unless you try to steal a two-handed sword or some shit.
