Consider for a moment that the medium through which we are communicating is text. Text is not a great way to express pathos/body language. So, to answer your question: yes, a simple "no" is lacking in civility. ... So why take offense in assuming it was meant in one way when it could very well have been just a plain old standard neutral "no"? It's not even an entire sentence, it's a single word. Considering it takes more effort than that to log into the request tool to even respond, it does come off as being overly short or terse. Not lacking in civility, but lacking in regard for the time that the player spent, which staff doesn't appreciate when it is turned around on them and their time spent is held in no regard, so also hypocritical. /my 2 sids.

the disrespect came when the policy was changed so that ad hoc submissions would not be considered. this was the point that the creation dynamic was changed from a player perspective from 'us' to 'them'. the announcement was done respectfully enough. it disrespected tradition, player desires, and the concept that players get to help determine the course and flavor of the world.
your friend should have done homework first to know that the policy would enforce a no answer.

1. Can't have a decent mud recycling the same old people. 2. Can't afford to piss off the ones you do have. 3. New Players don't want the drama 4. Try acting not so clanny, noone wants to get involved in a group of people that think and act the same.
