I'd just like to inform everyone that all the helpful advice has racked up 3 primary misses for me in the last day. So, thanks???

I think his point was even with the severe penalty of wielding a non combat weapon you still can be ridiculously good with it. Yep.

They've gone to such great and ridiculous extents to make skilling up weapons extremely difficult, that basically you're forced to be a super twink with meta knowledge of the game to get past journeyman. I guess this ensures they can always drop in NPC warriors (or whatever) that are more powerful than a given PC, when it suits their goals.

Staff is now saying on the GDB that the weapon skill you are using can go up even if you are parried rather than dodged. In other words, parried hits count as a success for the defender and a fail for the attacker.
What do you guys think of this?

Unless they changed it relatively recently, that's false. It wouldn't be the first time a staff member is dead wrong about game mechanics. Most players don't know how this stuff works, and most staff wouldn't know how to peruse the code to figure it out.
Two-handed is different. It doesn't check against misses, it has an invisible check to see if your two-handed skill triggers to give you its coded benefits. If that check fails, you can skill up.

I think a successful parry is a failure of an attack and gives a chance for offense/weapon skill to increase. I think successful parry is a successful defense with no chance of skill increase for the one being attacked. But that's just this guy's opinion. What did staff say?

As suggested by the screenshot, Nergal made this statement on a thread proposing the idea of 'nosave parry,' which would allow PCs to not attempt to parry attacks.

Hm. I wonder if this skill-up change is related to all of the lag. Perhaps the sparring is finally approaching the critical mass stage where sparring will still happen even without players to maintain it...
