The only type of in-city criminal you can really play is the type where people don't really have a chance to detect you and/or don't care very much about being victims. This basically means pickpockets and burglars. Burgling is pretty safe because lockpicking doesn't invoke the crime code, and the odds of someone being home are pretty slim. Pickpocketing is safe (assuming maxed steal) because succesful theft doesn't even take you out of hiding. Still, some day you'll be unlucky and critfail or the dude will walk in while you're stuffing his couch into your bag. Then you're usually fucked, either completely (death) or essentially (now inexplicably a known thief to the entire city-state).
Anything that involves attacking people, though, will get stamped out way too fast. Nobody will tolerate being the victim of an actual mugging. They will make it their life's work to bring you down, you will have literally an entire city devoted to catching you, and you will probably also get fucked over by the code because attacking people inside cities isn't exactly practical.
There's a reason literally nobody has ever plated a genuinely succesful mugger in the history of the game, or at least as far back as it's relevant. You simply won't be allowed to pull it off, people can't cope with the idea.

The only feasible way I can see someone play a Mugger in a city is to be a Templar or a guard and just use their IC station as a way to bully people into paying them, also the fact crimcode doesn't apply to them. Do we know OOCly that if they attack you and trigger the guards beating you down they'll be in trouble, sure. But ICly and metagame wise it's the only longterm viable option in my mind. All characters die. In real life criminals all seem to be like 16 years old. No one lives very long in the life of crime. Focusing on long term character development will always lead to disappointment. Especially if you have a ranger that you spent the last 15 days attacking stilt lizards just to get ganked by a templar who doesn't like your face or an immortal who saw you twinking on that damn invincible lizard. Focusing on a particular play style that keeps you off staff's radar, can be effective relatively easily, and makes the game more fun for you and everyone else is preferable to me at least. Long term? What's long term is attacking that damn stilt lizard and spam typing "skills" to see if you've branched parry. That sucks balls. Throw maxes easy. Sap raises fast. Guard raises STUPID fast. hide and sneak raises fast. I'm a busy guy in real life do I REALLY want to play ALONE for DAYS of my life away from my wife just so that my ranger can lead an awesome short life? Naw... Muggers are exciting, replacable, karma building, and would be an excellent flavor to the game. Mugging NPCs is even a thrill! Play a dwarf who's goal is to collect gems. Play a breed who hates elves for raping his mother and causing his miserable existence. Play a human femme fatale to assist killers do their job and keep the staff heat off your back. Play a tuluki refugee who focuses on NPC soldiers and allanaki loyalists. Or play a ranger for 20 x 24 hours of your temporary REAL life for the long term benefit of the parry skill just to get your gear taken away after getting thumped off your bettle walking to the stables.

I don't know if you know this, but warriors/rangers who twink have a high enough defense that they can beat people to death with their hands. I can show you logs of Elrum with no armor and no weapon beating newb warriors and other rangers into KO with his fists in the arena. They had weapons.
EDIT - So some max str dwarf probably isn't going to KO a 50+ day players ranger/warrior who knows what they're doing.

Quick addition - I'm not saying a throwaway mugger can't be fun, I just don't think it's worth the time commitment or the very real possibility that an entire city of players will turn on you in a very questionable RP manner. I prefer to avoid putting myself in situations that multiple muds and multiple players have shown they do not RP very well with. Keeps the frustration low.

You may consider rolling a pickpocket Bruiser for the bludgeoning skill but DONT! No need! Weapon skill doesn't effect SAP skill. This isn't true. I think you've been looking at an outdated skill list or something, but pickpockets do get bludgeon now and assassin sap is much higher. You shouldn't try to use a pickpocket as a mugger, there's no point really. A lot of the other stuff in your "guide" is wrong as well but that was the main one.

So far that's an awesome piece of information. You saved me from rolling a bullshit pickpocket. As for guard. My warrior slipknife I did it with had the skill maxed so I haven't a clue as for what would happen without the skill or low-level skill. I am pretty sure people can still WALK past you on a fail. I may be wrong. By the way NOTHING IS COOLER then a max-guard character shadowing a teammate while guarding them. The WTF reaction from an attacker is /priceless/. The Speed-walk guard block.... I think people shit their pants over this. @oldtwink What other things are wrong with this? Please don't tell me because mugging doesn't work in arm. It really does work and there always is a witch hunt for the mystery mugger. I love getting the whole player base of an entire city to react to me that doesn't involve getting butt-fucked by the staff.

If ass gets a higher cap and pickpockets get blunt then.... the skill lists these boards publish are rubbish. want blunt? the skill lists these boards publish dont and never have put assassin at a lower sap cap than pickpockets not to mention it logically makes no sense. that error was urs alone and im pretty sure ur mention of their cap being lower than pickpockets is the 1st anyone here has ever heard anyone suggest that because its ludicrous and makes no sense at all, ignoring that the skill lists u cited say the exact opposite of what u were trying to put on them about sap also no one said u cant mug or that ur strategies were off.. im pretty sure @oldtwink, me, and some others that noticed some false stuff in ur post were directing it mainly to some of ur coded knowledge, the biggest ones being the ones ot mentioned. i like ur strategy for pooling info and at least u are working to put together ag uide good on u but dont take criticism about ur code knowledge as a statement that mugging isnt poss because believe me it is so ur on the right track just keep staying open to updating ur guide with new info as u have i think ur off to a good start with what u want to do

I mean... that is a sticky.... These boards published it... Maybe I'm looking at the wrong place? As for your other comment crushing my defense for the viability of muggers: as much as the pbase declares they like muggers, it's not true. Armers like the idea of being the mugger, Armers like the idea of the threat of muggers, and Armers like the idea of being the person who chases down and kills the mugger. but if you try to mug an Arm player, you're going to get a death sentence put on your head and if you mug NPCs people will cry twinking. Mugging and raiding seems fun in theory, until the character you built up to be a mugging threat gets nuked by some gicker. That's ten days play time you're never getting back. And everything Sinister said. Those lists are out of date. That kind of info comes from random leaks across the years. Some staff member copy-pasted the skill lists to his buddy at one point and then it made the rounds and ended up here, but it could be from 2004 or something for all we know. They're still 95% correct, but once in a while there's a change to skills and you just kind of have to discover it by playing. There have been some more recent ones posted as well.
