And if the game actually had something resembling a story, people wouldn't be begging for animations just to feel like they're part of the world.

I can tell you from personal experience RPA'ing at SoI, that if you as a staff member provide plot, entertainment, the occasional event, or even just random echoes, that your activity rises, and your workload actually decreases.
You get much less individual requests/demands/inquiries/whatever. Why? Because people aren't concerned (most at least) about their individual priorities and are more encouraged/entertained with the group play effort.
Bored people drum up things to bug staffers about. Engaged people stick with the story.
So if you as a staffer are tired with such requests, do something that'll otherwise engage and distract your players from trivial/personal opportunity requests.
My goal was always to have enough going on, that no one would bother trying to cook up their own requests. Sure, some were simple enough to just do. Some were valid requests to begin with and needed some attention. But the trivial goes away, for the most part, and people are more than happy to just play along and be a part of something.
I miss that.

Is SOI still alive? I had a lot of fun over there for awhile as an orc. There was never anyone else playing, and maybe like 3 people in the gameworld, but exploring and enjoying a new game code was pretty cool.

I haven't been playing the past couple weeks, but...it was doing pretty 'ok' there for a while.
Whole new staffing team. They got a couple really good ones. No one stands out as 'bad'.
There was a player spike while I was playing. My main problem is as you mentioned, orc sphere is pretty much gone.
As a primarily orc player, that stings a bit, but nonetheless I still had a blast on my last orc pc, Crum.
In fact, my last few pcs were a blast to play. Irzan the Rhun Pirate. Crum the Mouth of the Mountain. Was able to get almost two years out of those two. Crum was kind of a lonesome existence, but being the games primary antagonist and some of the scenes, pvp and whatnot he got into were unmatched in many criteria.
My main beef with SoI is - small world, low playerbase. My main loves of SoI is - the rp is unmatched really, the players are dedicated.
Seems the main focus is opening up Laketown, which was supposed to be the main play area in the game but has stagnated for years. Could be turning the corner however.

Getting rid of Adhira/Rishte was really a thumbs up too. Things are much better since.

Same person, from what I understand.
Always knew she staffed Arm as we had some overlap on staff and she made some mention of it in convo/wiznet.
Didn't find out about the Adhira link til later.

I made the big mistake of thinking we could be "friends", and rolled a pc into her pet clan of one (just her).
Absolutely toxic poison. I've never met someone more obtuse or intent to have their own way, even when all the signs point to terrible and the game is literally empty 24 hours a day.
In the end, I walked off in a huff and mic drop. She was later outed for multiple rule breaking, many of her own making. Was playing two different rpp (karma) pcs, on her staff and player acct. Both were high powered pcs, one running the Lodge (clan of one, meant for 20+) and the other as a shop 'owner'.
The lodge foreman also was a 'Dorwinion' clothier. The only crafts that ever saw development under Rishtes tenure were...guess what....Dorwinion clothier crafts. And there sure was a lot of them. Probably spent more time writing helpfiles for her custom clothing than you know, RPA'ing or legit staffing.
One of the reasons I've never given an Arm a try in contemporary times...the sour taste in my mouth immobilizes will to even give a sniff of a try.
Oh, and cats...why the cats. The few plots she did actually put on (Yuletide/holiday celebrations type deals) always had some sort of tie in to cats. Queen cat of the high seas was a particularly cat-granny example.
edited to add: Should mention, that when I was RPA'ing the Spire, she was in my top 3 players that I enjoyed to play with. Just goes to show that great player doesn't equal great admin. She also told me I was her favourite admin back then, when I joined her roster. So, even if someone has seen a style and method they like, they won't necessarily adopt it for themselves when they go staff.

I had nothing but good interactions with Rishte. As far as I know I've never had any interactions with the alternate ego Adhira on Arm.
I had trouble with various unfinished elements of the code in SOI. Non-Euclidean zone layout, and some other goofball crap. I'd use their little online help channel and Rishte would be the only one who answered (usually being the only other person visibly in the game) and was always helpful and verbose in explaining how various commands and functions work, as well as what to stay away from.
I didn't like the human sphere because of all the rules around it. Oh, you're not a member of the flower guild? That's jail for picking that flower. And the currency and economic system was goofy. Whereas orcs just had everything in a big freakin' room piled on the ground. Need something? Take it.
I had two major problems with SOI, neither of which had anything to do with staff:
1. The world setting is probably the LEAST interesting in all of Tolkien's universe, of which I am a MAJOR fan.
2. If I want to play a single player game, there's better ones.
