There is no good solution to that particular problem.
There have been many staff efforts over the years to soft-touch players who are on the business end of a grief. In most instances, being offered an incentive to let go and move on was met with insults, aggressive demands and a lot of petulance. The rare resurrection usually results in word of mouth getting around, followed by wave after wave of players insisting they're victims deserving of resurrections, too. When they're not granted (because 99% of them are full of crap), the follow up is usually along the lines of "why him and not me?" and you can't really give them an answer that doesn't give them room to throw more accusations at you. I've been there and it gets old awful fast.
I wouldn't have supported a res' in this case, nor would I have offered you a mullish sorcerer to make you feel better. They could have been less curt about it, but they weren't wrong to reject your request. It's the kind of slippery slope that leads to more problems, not less. Not what you want to hear, but that's really how it is.
As for the griefer, they'll probably get a ban if they're an regular player or a warning if they're a "newbie". There isn't a lot else to be done. The staff want you to be afraid of their ire, but if you don't care about karma (and you can't get any anymore, so you shouldn't), there is absolutely nothing they can do to you that can't be circumvented in mere minutes. You could make a new account with a free VPN and grief non-stop and there is nothing they could do except keep banning your accounts upon discovery.
There has been talk in the past of disallowing IPs from popular VPNs, but there are a lot of players who use VPNs for legitimate reasons, like soldiers oversea's, people living/working in countries like China that censor internet activities or victims of cyber stalking trying to avoid harassment. For a long time staff used to discriminate against players who registered with hotmail and other sign-up e-mail accounts, too. They had to stop doing that for the same reason they can't discriminate against VPN players. It's just a sign of the times.
Unfortunately, your griefer likely won't face any kind of tangible punishment and as much as you want to hold staff accountable, there isn't a lot they can do. They can ban him, but he can come back as often as he wants until he gets bored. I suppose they could have been nicer about it, but given Seidhr has a growing reputation for being as bad or worse than Nyr, you were screwed from the start.
Haven isn't a great alternative, but it's been working for me.
