Tuluk Society lives in a caste system with almost no mobility between them. what? Did they change the hierarchy? Because there were tons and tons of layrs to the commoner hierarchy, most of whch youre not born into.

No, of course there are many layers within commoner layer, though that does not mean strick status of the caste system. Laws and customs make the difference. When a commoner becomes a crafter, he still can not harm another commoner directly even a non-crafter nobody. Lowest member of nobles must make a lot to lowers to get into jail. Even a serial killer killing commoners chosen is hard to put in the jail.
About magicker and caste. I meant you need lawmakers and enforcers that can easily deal with supernatural for having a magicker caste, or accept them in the layers of commoner caste. That's what I think anyway.

my point was itd be pretty easy to just invent a couple castes for magickers because Tuluk is about horribly complicated social standing. theyd probably still wind up below bards unless they enlisted in the Legion as magickers

Which is a bullshit meta game attitude of those players with out sufficient karma I think. Every time I run into a "witch hunter" I always think "Sour grapes". Which might be unfair is someone being legit, but I Can't help but always feel that characters who by docs should fear the fuck out of some witch who can make your head explode, decides "Ya know what! I should fight that thing!". We can blame staff for this or that, but sometimes Arm's players are fucking lame. I agree with almost everything you are saying. I just don't like the document idea that all characters should fear all mages. Fear is not the only reaction to disgusting, overwhelming force. Even if a 'witch hunter' only thinks they can kill one witch at the cost of their own life, and maybe the lives of the people they love... well, that choice seems to be made in this world. Why not Zalanthas?

The thing is, there is only positive benefits to be had from having a PC mage ally. So even though one can intellectually accept that yes, despite the population at large despising mages, it's true that a rare, brave soul would look past that and be their buddy.
Unfortunately, in Armageddon...A combination of ignorance, fear of being mean, and a meta attitude towards one's friends and associates, means that these 'rare, brave souls' make up the vast majority.
There's no real incentive to hating mages. Because there's no code or material benefit from acting in line with the docs. There is only material benefit from going against the docs. This is true in a startling number of areas within the game world.
It comes down to poor design. New Tuluk is a prime example of a play area that was absolutely loaded with every arcane, silly or obscure social custom that staff at the time could come up with, but with little underpinning logic.
