If people keep leaving it'll get easier and easier to have those little staff interviews to resolve difficulties.
As to the sexual harassment, I've seen weird shit. The worst is when you go with the gender 'andro' for some character purpose (an unidentifiable mutant, or waifish street thief) ... that seems to be a signal for the perverts that you're open for some nasty. When it comes from some random character, hey, that's just life. But it is a problem when that comes from sponsored roles or someone in power over you.
Particularly when you have a system where the player complaint system isn't going to be much use and will actually be held against you for using it.

I can see an argument that instead of emoting this, they should've let 'you' emote it out, because you're the one doing the act. I do not know the situation. But if you subdued and didn't emote how at all, well then … I would say it's fair play. Dude, what? Even as a basic RP rule, why would you ever think force-posing for someone else is okay? To ignore everything else about sexualizing a subdue in a prison cell full of blood, cockroaches, and shit, which in itself is... really weird. No, I don't it's normal to RP like your character is getting off on being restrained, while force-posing hair pulling and wall pinning. Is this really your standard of RP?

There was a mage player who would pose erotic S&M-like stuff during subdues, and the templar PC I was subduing them for would go along with it. I don't mean that the person being arrested ACCUSED my PC of those things, I mean that they would pose moaning, getting their hair pulled by my char, or arching their back while getting pinned to the wall.
