Vampiric blades destroy the item when the effect wears off and the effect 'always' wears off. There is no permanent version. It also works only on items made out of living things. Bones, Wood, etc. So I doubt you could cast it on an item made out of fire, or lightning.
Also. If you're in a group that allows you to have a fire sword, with a vampiric effect on it, 'and' a viv shield, I think you might as well just not worry about it, your group is already fucking scary.

It's actually better that way. Even if you have the spell, you have to choose between a permanent weapon or the most powerful one. If the permanent one was also the most powerful, there would be no interesting choice anymore.

If they icly know how, anyone can donate mana to a Mon weapon/shield. It's just more of a hassle for non-elementaliats (sorcerer or mundane) because they have to gather the mana (which may not be such a big deal if they are gathering from the land because evil is... fun?)

The gather skill is like the ride and pilot skill where if one attempts to do it, they will be able to get the skill (unless it's changed since I last tried.) Sorcery is a skill that can be taught. I suspect gathering isn't as difficult as sorcerery but it'd probably be best to be justified by learning it from someone else, especially if not a sorcerer. I don't know the policy on sorcery but I'm pretty sure most sorcerers aren't just prodigy who figure it out on their own. Gathering is probably easier than actual magick, but it'd make sense that it'd be more likely learned by a teacher. It's doubtful someone clueless about magick would one day decide to attempt gathering mana, or even know where to begin. via Imgflip Meme Maker

Somewhat recently there was tell of a pc whiran approved to be taught sorcery by a pc sorc. The plotline included a trip to the plane or nilaz where the whiran lost all spellcasting. While it was gone, lessons in sorcery slowly progressed. From what I was told, the whiran was without spellcasting for at least real world several weeks. The sun runner docs also mention a way and time where a sun runner can be taught sorcery by the tribe.

I've seen vivs who could turn invisible, so there is definitely some way to get cross elementalist spells.

Not sure why elementalists can't just straight learn sorcerery while using their element as well. I'm pretty sure elementals hate sorcerers, along with almost everyone else because of "The Dragon" and the poor shape he left Zalanthas in.
