What would give the biggest return on staff investment, for implementation time?
Would it be an outdoor clan, or in one of the cities? Is the best clan to add elven, or even desert elven? Would the tribe allow raiding? Would the tribe allow any elementalists in their ranks? Where would they be based, that wouldnt require a retcon or long storyline to justify them owning that area? How would they be speshul?

city elven yes prob not nak theyd be speshul because itd take like 0 hrs to 'implement' it (just reopen jaxa) and more ppl would try out cityelves

I'd do two things:
Reopen Blackwing and wipe out ATV/SR in a months-long rpt so that only hardcore d.elves, i.e. BW and SLK, are still around.
Next, I'd open up a new 'rinth c.elf tribe to compete with the Guild.
No vampires
No ghouls
No magick
Sit back and let murder, corruption and betrayal commence.

I'd guess the first example is unlikely to ever get past, but the second might. I'd add a dwarven tribal group and really define what well-played foci should look like. I think the organic way a community of dwarves would probably reinforce each other with foci around providing, family, protecting, specific kinds of leadership, etc, could be very cool. I'd probably also try to work in a deep seated, non lethal desire to humble or out-compete other races. Bonus points if they give muls "mercy killings".

The thing is there's a lot of tribes that are just closed. I'd like to see Blackwing back too though.
I'd like to see different tribes in areas that are pretty vacant or like Delerak mentioned once before, more villages. I think there are a lot of little things that could be added to the game from things that already exist, just are underused. In the Gol, you have an existing (nonplayable grasslands tribe), there are dwarven ruins...why not a dwarven village? In the Vrun off to the east of red storm you have or had a village full of aggro pcs. Why not have an Anasazi like people living in the canyon of wastes?
I'd actually like to see more raiding. Why not have random caravans that you can attack that would spawn NPCs and have random loot? So that it's not just pk all the time?
I know it's all kind of random, but there are a lot of real life earth tribes to still draw influences from. It doesn't have to be just an elven thing either, the current human tribes are all "I fuck a lot and I'm better than you, hurr hurr." So they could use a touch up too.

Everything draws from something. Just as Arm draws inspiration from Darksun, Darksun drew many of its inspirations from earth civilizations.
I think we get into this "creativity pit" where we feel like we need to come up with something new, exciting, unique. It's all bullshit. Nothing is new, exciting or unique, and most likely someone else has already come up with that same exact concept or idea. This bothers us because our characters are ours, or this clan, or this tribe is ours. Whatever. Just take some shit that already existed and base it off that.

Much as I hate to say it (because I'm not a fan of elves), it would need to be for city elves. With the massive talks about c.elven tribes being closed for like 2 years, it would feel like a direct slap in the face to all elven players if a new tribe came up but it was humans or another race. They would be in the outer bailey/walls of Luir's, with a 'compound' that was a large enterable tent, with a checker just inside that wouldn't let you pass the flap into the inside of it unless you were a. kuraci of HIGH rank, or b. clanned with the tribe. The room you enter into before you go past the flap into the sleeping/storage/etc areas could have a single merchant, selling low end goods that are native to the area about Luir's, or a mish-mash of stuff from other clans to represent trades made with clans passing through Luir's on their way to other places. Yes, magick is allowed, but all players playing magick users from the tribe do so under the understanding they can't enter Tuluk or Allanak at any point without endangering their tribe, and they also can't speak about it to outsiders on pain of death for the same reason (after all, d-elves have a habit of hunting mages, which makes it a danger to the clan if their curses are known, but elves are hella smart, and with the barrenness around Luir's, free water/food/healing/etc is NOT something to balk at) Why Luir's? It caters to the tendency to wander spoken to in the docs, it is right near a Byn fort, it is practically up the ass of Kurac, all of which act as really good places for an elf to try and work compared to others. Also, it's as close as you'll get to the halfway point between Nak and Tuluk, making both easier to get to than either city or Red Storm would. Since they would be in the outer bailey, they would be part of the tent city, and not the inner city, and people can already sleep and squat in that area. It would also make sense for a vnpc tribe from the south OR the north to move to the inbetween location to try and capitalize on the strife between city-states.
That's just my take.
Anyone else have any thoughts on it?

PS: It would also allow for raiding, providing they were in Kurac's pockets. They'd be better off trying to raid near there than they would either city state.

How would they be speshul? Outdoor. Human or dwarven. Raiding. Water/Earth elements, and maybe one other less common element just to fuck with people (like Sun Runners have krathis, but not krathis). Based in the Silt Sea, and living on huge, elaborate Silt Sea skimmers. Failing that, BLACKWING.

A tribe of psionic raiders who subsisted on the brains of the uninitiated. They'd live in an impregnable secret lair where they'd psionically spy on the world, seeking their next target. Their only weakness would be their lack of ability for creative thought (given up when they inherited the psionic ability of their leader). They'd spend their time stealing the ideas of others and occasionally recruit willing creative geniuses to join them (who in turn also cease to have any new ideas. The high price of being a part of their collective.)
