I've said it before and I'll say it again. Elves should have never been "separated" into two coded races. There should only be one race of elves and whether they choose to live in the city or in the wastes (or both, if you've read any Darksun material the Sun Runners lived in a city-state and outside) is their tribes choice.

it probably would have been btter to have "elf" as a race and then a "city" or "desert" flag that could be applied to them. For applyng appropriate bonuses/weaknesses. that kind of system would support more flags or flags on more races, allowng for some degree of future customzation to easily expand peoples options without doing more than an hour of work and testing.
But that kind of thing requires foresight.
Or vision.
Or planning.
or just long-term game design.
or just not wanting to keep repeating the same mistaks. And being able to admt mistakes.

I say that because the documentation [referencing elves being the second most populous race in Zalanthas] may say something about the world without it matching what PCs do in the world. Interesting. If that's the case, then isn't the onus on you to ensure players adhere to said documentation?

Ensuring the gameworld matches the documentation could mean great effort in the sense of coming up with good buffs and such.
Ensuring the documentation matches the gameworld is as simple as adding a 'lol no kidding elves are a dying breed' line t the blurb on the site.
