I decided to ask my contact who gave me the 2016 code about kudos:

Kudos are the closest thing that a player following the rules can come to talking about IC info.
So there are a lot of attempts to slip stuff in, in the hopes that staff won't redact it.
We redacted a lot of stuff. A lot of kudos get sent out in a very heavily edited fashion or don't get sent out at all.
And at least half the kudos I saw in the request tool were low-effort. By which I mean 1-2 sentences or just one short paragraph.
It's nice and all that you want to say that you had fun with another player, but it means jack-shit when they just lost their long-lived character and they're on the verge of quitting the game.
Or when you want to tell your raid victim they were awesome for playing along? Congrats on doing the bare minimum of what you're fucking expected to do in an RPI: roleplay.
Bear in mind that this is my perspective from my 5 years or whatever I did as staff.

Some players just want some goddamn substance and not the generic treatment.
Then kudos have the opposite effect when a player doesn't receive any, even when they're doing great.
Kudos are usually sent between players who know each other out of the game, and they're usually a circle jerk.
The rare kudos that aren't sent between friends are usually multiple paragraphs and sent between players whose PCs were friends or lovers.
Rarely do kudos go between players whose PCs were enemies. Mostly because players play to win, and sending a kudos to an enemy is like conceding an election in a way.

Kudos are the result of not letting players just interact normally.
MUSHes do just fine with an OOC channel where people regularly shoot the shit or compliment other people's play.
Arm has to be special and attempt to hide all the OOC circle jerking that goes on behind the scenes.
