not just one, either. this one was actually an organic result of the efforts of oashi noble pcs to regain influence over the gemmed magicker population, which they saw themselves losing to the templarate due to CAM. basically, Oash wanted to be the only respectable organization for magickers to turn to, and fought hard for it.
obv the staff also wanted it (or it wouldn't have happened), but the impetus was very much pc action.
