Why aren't you on Arm Staff? Is Sanvean not the real boss?

I havent been playing ARM for a long time, recently began playing again and here I am. I accidently found this forum. Simple google leads to here. After reading a lot of posts here, I really wanted to share my thoughts and ask a couple of question I really wonder.
Me:
I am from Turkey, Abuzer's player friend actually. I told him(we havent spoken with him for maybe 7-8 years) chat in this forum about his character. I guessed that was him, because I knew he likes using Turkish famous character names. Abuzer Kadayıf.. You cant imagine how funny this is. Anyways..
With all time I can spare from job and family, I use for role playing and miniature games hobby club and non-profit organizations stuff around here. If you know anything about this part of the world, you may guess how goverments work in the region. We occasionally have visitors; police, tax people even some idiots from local city trade something something. Other then gaming association, I give volunteer work for women rights groups, some free election activist groups, etc. In short, I have some experience about non-profit communities.
Arm:
I am actually fan of Cat Rambo. I try to read everything she writes. I dont know exactly what happened years ago, but after first generation (first generation of founders of the game) is no more(lost interest, bored, or got angry at each other, etc.) it must be really hard to continue. With technology and community changing and so.. I guess (just a guess) leaders of the game that time decided to give power to people who are really devoted. I really have doubts they had any other choice. So some new people took the reins. Then when time came they give this power to others, blah.. blah..
From my experience when this happens in non-profit organizations there is a very big danger. Sometimes idiots take the rein. In the worst case scenario, person who begin to lead the organization may have nothing to do in life, but the organization itself. They become personal about everything. No more critics, no more shared responsibilities, no more creatitiy of collective, no more second thoughts. They even depend their psychological status entirely on organization. If organization is going as they want they become happy, if something is going in other direction then they want, they become depressed. This does not only happen in gaming communities even in organizations dealing with very serious matters, I experienced and still experiencing these periods with many different people.
There is the other side of the coin. When responsiblities are changing hands some people show up. Those people have a lot of ideas, some great some awful. They know how the organization works, because they are part of it for a while. But when there is job to be done, they are no where to be found. They speak, whine and make everything even worse. They become personal just like the people they are critizing. Even worse, they become personal with each other. They create contests everywhere, they divide community members into groups whom does not really care their fights at the beginning. In short, they damage the community.
Here comes I really wonder. Some of you look like, you know all about this game and have great ideas. Did you try to become high level staff and so? Are Nyr or Nessalin are the highest people who has saying on Arm? I always thought Sanvean is the boss. She can open or close the game any moment. Did you try to reach her? Talk to her? What's her opinion?
Armageddon is surely nothing less then a work of art, some things I read here make me feel sad. If I would read them when I am interested in Arm, I'd probably never begin playing.
