Recent'y been noticing that teach seems to be more effective than it was say, two years ago. Feels like it's working to boost the skill even after you've already had failures.
Anyone here know how Teach works behind the scenes?

No idea but it seems kind of broken.
Had a HIGHLY skilled person teach my character about a few skills and my 'novice' skilled character didn't learn anything, since he knew as much as the teacher.
I know that isn't the case but still get the message.

That skill for that person may have had a very low cap, as like a subguild skill or something.

Was an old warrior and I'm absolutely sure it isn't a subguild, since he can tank silt horrors like it isn't a thing.

it seems to me that the teach command only allows you to teach so many skill points to another player in a given period of time, to prevent powergaming or spamming it. I've seen some of my skills go from novice to apprentice, but they seem to cap out around that level. Once you understand the "basics", the teacher can't teach you anymore.

If the skill was parry or shield use, your teacher might've been a ranger.

Heh, I wish there was an accept/reject command for teaching. I've had a few encounters where the teaching RP was just that bad.

Bludgeoning and shield use.
The character was definitely a warrior.
