It means if your opponent is knocked unconscious or stunned into wobbly knees, you will stop attacking. It doesn't make your attacks weaker. It doesn't prevent you from accidentally killing Runner McNoob with an unlucky crit. It just means that if your next hit is sure to kill, you will stop.
Mercy is also why sometimes you might need to, say, type "kill gortok" two or three times before the damn thing is actually killed.

what other people said is correct. but for clarification-
if someone is at 5 hp and your attack is going to do 30 damage, it's going to reduce them to -25 HP which is death. If someone is at 5 hp and your attack is going to do 6 damage, it's going to reduce them to -1 HP and you will stop attacking. If they get knocked unconscious, same deal.
However, and others can correct me because my memory is foggy, while dual-wielding if the first hit knocks the opponent unconscious the second dual-wield hit is still going go through. I don't think this applies to people with 0 or less HP but I could be wrong

I knew that it prevented you from killing someone once they crumple. But look at this - they will try and hold back blows that might kill their opponent and will refrain from attacking unconscious opponents altogether. that bold part is for shit like backstab and sap, and maybe some others too. u wont be able to do either of them even ur target is at full health if u have mercy kill on

There were a couple times where I was fighting some guy in the wastes - and I got what I thought was a killing blow - only to realize I had mercy on. I then had to turn off mercy off and then hit him again. That extra step somehow made it more amusing.

its a shame there arent multiple categories of mercy available depending on opponent type. a soft-hearted nerd might feel like going easy on PCs and maybe even some npc humanoids, but not animals and stuff.

i PK'd people with mercy on. It's not (or wasn't) 100% failsafe.
