In the day hours, when you can see more than one room away any crime you do can be reported by vnpc populations, maybe just attack an npc for a few strikes and you will become wanted. In the day, in sight of an npc soldier they will rush and subdue you. At night the vnpc go to bed mostly so as long as you are not in sight of a soldier you are okay.
