Played, don't play, as around leading up to the HRPT. Anyway... Lets assume that everything that happened, the pre-planned, no influence plot of the HRPT is a good thing. Lets assume that it played out just like it did... How should it have ended?
They announced magick subguilds well in advance (still not implemented) and after the massive magical battle between the gypsies, tuluk, and Allanak where the volcano was supposed to destroy tuluk but was divert to nak by some gypsy PCs and NPCs working with Faithful it should have caused a magickal ripple. Since magick is such a massive part of the world (though staff deny it).
After the volcano arrives in Muarki lands, they open the magick subguilds as an aftereffect. This would dovetail nicely with the changes in Tuluk and make them way less ridiculous. Now Tuluk puts barriers which blocks entry into parts of the city to keep out foreigners because they are believed to be the ones affected by the new expanded magickalness. Any citizen who is afflicted is obviously killed and it's pretended it didn't happen. It also justifies the Tuluki templerate for doing a tax or whatever for tribals because they aren't nakkis but they are more attuned to the land and thus presumed that they are all sekrit subguild magickers.
This right here adds content to the game, creates an enviroment of fear and confusion, and changes things up for the north. Now I'm not as well informed as to any changes in the south so I can't expand to there but you get the idea. Who knows maybe the staff originally intended this idea and someone got lazy and didn't do it because they once again promised a code feature/update and didn't deliver because 'to much work, volunters, pity and idolize us."

That would have been fucking amazing. Sweeping IC changes as a result of nothing but OOC change always irritate me when they could be tied to actual player-driven plot events in the game itself. It's just extremely lazy dming.

all elemental subguilds would be required to gather, in order to use their magicks. "Natural mana regen" would elude them. They could preserve or defile, but they would have to gather. And with that, would come the usual risks of being found out.

afaik, this was the intention anyway... because they never seriously discussed making elementalist subs, but trotted out paths of magick subs in their idea.

So they'd just be junior sorcerers then. Sounds like six shades of vanilla to me. Why bother.
