That looks like it's from my TinTin++ file. It's a substitution - the %0 is everything before A bulbous, gray-green plant and the %1 is everything after. It basically just takes everything that appears on the line before A bulbous, gray-green plant and kicks it back out, then replaces "A bulbous, gray-green plant" with "A bulbous, gray-green plant (Bimbal)" and then everything that appears after that is unaltered as well. Really, it SHOULD read #SUBSTITUTE {%0bulbous, gray-green plant%1} {%0bulbous, gray-green plant (Bimbal)%1} {5}
The {5} is some weird timing thing that TinTin++ adds on automatically, for reasons I never bothered to delve into. You can do similar things with other mud/mush clients, but in my 20+ year mudding career the only one I ever used was TinTin++, and a tiny but of ZMud. It's going to be different for each client.
