I know from reading here that elementalists can eventually become elementals or something like that themselves.
What does that do? Do they gain extra powers or just look crazy as shit?

If an elementalist turns full elemental, he is stored. He is assumed to have stopped being human and ascended into a different form to go live on a different plane. It's like if a noble becomes a Senior Senior Noble, or a Senator, etc, he is stored and turned into NPC. Or if a Blue Templar turns into a Red Templar, he is turned into NPC. There "are" exceptions to the rule obviously. There is such a thing as half elemental, and there were PC red templars, but that was mostly rarities. As a general rule, if an elementalist turns full elemental, that means storage. The fleshly desires and motivations become too alien to them to be able to play the game realistically.

Well my character isn't a magicker at all, or a Templar or anyone who should be able to see spells or effects on another character. And I met a dude with glowing eyes who was floating... I'm assuming he's half-elemental then. But that doesn't really answer the question.
What benefits are they given or is it just a flavor piece?

They are given ... a lot of benefits. Though usually, you can only see a half elemental's true form when you got detect magick on. Usually, it takes an immense amount of roleplaying, and just generally time spent, for an elementalist to become half elemental. Truth be said, I am even surprised the Imms still offer that possibility to mages. Though there is a bit of sorcery plot going on right now, so who knows.
The floating part though. A whiran can make anyone float. I dont remember magickal effects that included glowing eyes though. Except maybe some elkrosian stuff. It may be that you met a regular elementalist or a sorcerer with some allies of another element casting spells on them.
There are spell effects that are visible to others openly. Floating or flying is one such effect.

Truth be told I was going to try and kill him, and was following him undetected. Then he got jumped by a very strong critter I would have ran from in a minute and OMFG pwned it with two spells, so I decided to not attack him...

Truth be said. Unless your character is seriously indoctrinated by Tuluki propoganda, has something crazy to prove and is defending his turf (SLK), or has immense experience with magicks already. Usually if your pc meets a guy who is floating around with weird eyes, you fucking "run".

I got so tired of the lackluster responses and attitudes that northerners had against my mages that eventually I had a whiran that wound randomly accost people caught alone out in the grasses, etc. If you acted appropriately (READ: that didn't mean grovel at my feet. That just mean acting like a northerner SHOULD when confronted with a disembodied voice that just teleported you halfway across the known) I let you live. If you acted like a total jackass that was having a flippant conversation about whether or not your dick was bigger than mine instead of, you know, your character being in a potential life and death situation...I fuckin' killed you. I had hoped it would help return northern player's reactions towards mages back to where they should be. But based on what jonsmith has said...apparently not.

I'll be surprised if you find anyone who knows. I've been playing off an on for seven years, and have never seen any sign of one in game.
Maybe if you find someone in the "inner circle" of high karma players... but I'm betting they arent the primary population on this board.

There have been 5 people it's happened to in the time I've been playing. 2 of them sought it, 2 of them sought to stave it off, and 1 person just didn't want anything to do with it and had it happen anyway.
It doesn't happen automatically, it's a long road, and a long winded plotline.
If you do pursue the 'become elemental' plotline, it will always end in storage if you succeed. You do not get to play an elemental. Period. (This is collective 'you', here)
Anyone can pursue this with their elementalist, but I don't personally understand why any person would want to store their fully branched magicker like that and just give up playing them.
While there are elemental races you do not get your coded race changed at any point, nor do you receive any actual 'perk', as it were, before you are far enough along the path to be stored. You know the thing where you're watching like, your mate and kid get all upset because you look at them like they had two heads when one of them uses your 'love' to try to implore you to do something. They ought to know better, elementals don't love. etc.
While people may have gotten to rp things like that out in the past, before you're getting any new powers or a new race, now, you're stored. Yes there is rp to be had, but usually just in the shape of losing all your ties and emotions and coming untethered from everyone around you (mostly internal rp, heh).
I've heard of/know of/seen it happen to 3 people since 2009. Musashi, who it appeared from the posts about it on the staff boards, did not want it. My pc Nil/Kruth/Ayani, who was terrified of it happening (and later killed herself to avoid the transformation ever being complete). And a vivaduan named Wik/Malwik. Who also wasn't seeking it. Who also got stored/died before any actual coded differences came in to separate them from a regular fully branched elementalist, afaik.
Alkyone, Sanvean's whiran, might have been different. It might have happened to others before that and been more powerful, but imo, going elemental is like dragging out a storage request longer than necessary because you're bored playing your fully maxed pc, or, in the cases of those I've seen, having it forced on you 2/3 of the time, even.
