I understand how you train indoor sneak...you just sneak everywhere and hope someone doesn't kill/imprison you.
But how does one train outdoor sneak with the huge movement penalties that come from moving outdoors period, as well as not being able to have your mount, which makes you a dead man if you run outta stamina in the wrong situations.
Any tips?

Same as sneaking indoors, just try sneaking into rooms with critters. As for the huge movement penalties, don't stray far from your mount.

A fail is a fail, and you'll fail more within the city because you have huge penalties there.

It's very handy to know whether or not you've failed sneak, not only for the purpose of raising the skill but also for actual use since you might need to know if you're still safely hidden. This used to be really easy: when looking at someone while hidden, it didn't echo 'you look at soandso.' Since they removed that feature, the only way I know of is to find a door that's guarded by an NPC and try to sneak in that direction.
Now, there seem to be different types of NPC door-guarding scripts. Some will stop you and say something no matter what, usually in places where players are never supposed to go. These will often have a unique echo/speech and are probably unique progs made for that one door. The more common one, which I assume is the standard door-guarding code, allows you to try to sneak past. If you're succesfully hidden and sneaking, it'll just say 'the door is closed.' If you're not hidden, it'll give you that 'soandso frowns and steps in your way' or whatever it is.
This is useful for raising hide as well, allowing you to repeat hide until you get a failure and then go about your business. Hide and sneak get a bit hard to raise towards the end, especially if your agility is high, so it can require some tricks in order to get the last few points... BUT you also don't want to go around spamming hide constantly everywhere because avoiding admin attention is half of the art of twinking skills, and you don't want an admin to give you negative comments like 'clearly twinking hide, spams it every 30 seconds all day.'
And if you ever have to rob a mansion or assassinate someone, you REALLY want a way of checking whether you're properly stealthed.
