If you are watching someone do something sneaky and fail to pick up on it, that is a fail. It is also a fail if you are watching someone who is actively hemoting and you miss the hemote.
Watch and hemote are best friends and I have used them both rather constantly since I started playing, because watch gives you a much better chance of seeing the hemotes of the person you are watching than scan does, although scan gives you a limited but increased from no skill sort of chance to see -everyone's- hemotes.
Find someone who uses sleight of hand and/or hemote and/or hide regularly. Watch them all the time. That should raise your skill from novice to apprentice over the course of 10-15 hours played around them fresh out of character generation. After that, much like with most skills, you are less likely to fail, and thus further progress will take longer.

Also 'watch' your combat/sparring partner. It raises watch for some reason.

partner is using assess to check your condition during sparring. assess is one of the actions that watch makes visible.
