These are practically wiped from the Zalanthas world, from what I've seen. Curious as to what they are, their duties, their skills, their history?

Meh, probably something like the Kuraci Outriders - elite bad-asses who everyone wants to play, and of whom Imms will never allow anyone to play again. Most Houses (Noble and Merchant) have a super secret branch that exists only to torment players. On one hand there are plenty of players who would love to fill these rolls, but on the other hand if you let players do it, everyone would want to be in that special branch, and you would have a serious under-representation of the standard rank and file characters for that house.

I wouldnt say it's no longer 'ever' possible. There was a person who was part of Kuraci Archives two years ago? Still low rank so he wasnt involved in freaky shit, but he still got to boss around the Mantis and kill people that threaten it. It's definitely not the kind of outfit which you can get into by 'default', unlike private/corporal roles.
For special units of whichever house to become active, the house needs to be awesome for a prolonged amount of time. All parts of the house. Leadership, commerce, hunting, plots, plots, plots. It requires more then just recruiting a bunch of people and not dying for a rl month.
