If you are in Nak, you will need to seek out the Jaxa Pah (sp?) In Tuluk, seek out the Akai Sjir, but if you are not aligned with them, prepare to be raped. They raped my Burglar when I tried to get some, I was an elf too, humans?  They rape and murder you with the price. |

NPC's in the shops sell them sometimes if people sell to them. Small carved tusks work as picks too.

There are pick locks in the game that are sold by npcs. But they cost so amazingly much, that unless you're already rich, you will probably not be able to buy them very easily.
Unfortunately, aside from just the sheer power of being able to open doors, lock picking as a way of income is not all that great. It is too easy. Burglars can pick locks, assassins can pick locks. The result is that 90% of all apartments are near empty or dont have anything worth stealing.
Things change if you got PC gang members or connections. While the prices for picks are insane, making them is extremely cheap. As in ... you take a 5 obsidian coins worth of material that you can get in any city and make it into a 270 sid product.
So best go, would be finding a mentor, or some organization to spot you.

The black market shop in the 'Rinth sells them, see the map for details but I think they're like 200+ sid for one. In addition it costs 50 sid to access the shop.

There's a 30 'sid pick in that secret shop. You type "rent me" in the room with the dude, and it sends you to the special shop.
Only problem is getting it before another burglar does, lol.

It's in the Rinth. all the way north, in the middle(just north-east of Hawthors) near the abondoned building with a climb check and a hidden entrance, and just south the Corpse Emporium, the building where you get kicked out if it isn't night time, and can sell corpses to.
The scruffy, toothless guy is around there, so if you see him you're close... Unless he chased someone out of his swap areas.
There's a map somewhere you can download that shows you where.

In Tuluk, you look for the bejewelled Hand, if you are Human, god luck, they will fuck you up the ass for it. They will give you inferior shit and charge you a take for each place you break into. I know, I used to do it.

In Tuluk, there were these rats that would drop little tusks and puffy balls. As far as I know they are still around but very scarce, you can use the tusks you skin from them as a lockpick.
