The code seems to be such that, finding an 'ultra-rare' is always 1% (for a roll of 1), regardless of forage skill. Finding a 'rare' is at a 5% chance for any forage skill >=25 (and increases with skill below that), so it's still a 5% chance at 90 forage (it triggers this if the roll is <= MIN(5, (skill+bonus)/5) and not the above) Finding an 'uncommon' is 25% chance for a skill >=75 (and increases with skill below that). (triggers if roll is <= MIN(25, (skill+bonus)/3) and not all of the above) Finding a common happens for all other rolls, provided the roll < skill+bonus. So if you were about to find a rare with the a sub 5 roll, regardless of whether your forage skill was 25 or 90, you'd still get the rare.
Lord knows how the mining code changes this. Also, you'd still want the skill of 75 if in fact a lot of the valuable foragey shits are not rare but 'uncommon' (keep in mind that these would be the sorts of things master forages find with 1 in 4 times), I don't think most of the cool shits are uncommon though?
