That's a fair point. There's also the fact that people with karma have to spend their karma temporarily to create a more powerful character, so there's going to be an incentive to keep that character alive long enough to regenerate the karma they spent. That could take anywhere from 30, to 75, to 120 days, depending on whether they spent 1, 2, or 3 karma.
The high-karma players and the staff always had the line that karma isn't a goal in and of itself, and that players should play to have fun. Then they made karma something to strive for, and karma characters something to preserve, decreasing any incentive to run an active character.
