I hesitate to reduce player/staff problems to mere jealousy, but things like that - such as OOC prejudging, OOC bias, etc... comes into play.
For instance, in the case where Harar and Locke were trying to do stuff for the scouting group and potentially form a new group - all while playing in the clan with, by far, the most PCs at a time - it wouldn't be a case of imms saying, "oh, I'm jealous of these two guys, so I'm going to brick wall them," but instead, something more like, "Hmm, my OOC opinion of these two guys, both lacking the traits that *I* desire for powerful positions (even self made ones), tells me that I should probably try to do prevent them from having X amount of influence on the game."
If the imms above you actually *like you as a person*, then they will facilitate you without the kind of BS I have seen, but, if they have OOC feelings of resentment because of personal bullshit - or if members of their echo chamber have OOC feelings of resentment/dislike/whatever - then they will simply drag their feet or construct their own narratives about why they're preventing you from moving shit forward.
People are human. They aren't perfect. But it still sucks when players feel as though OOC bias is negatively impacting what they're trying to do in a game despite their best efforts. Again, to reduce it all to mere jealousy is inadequate... I just think it sucks when leaders let petty animosity poison a network of relationships, and I do believe this kinda shit crops up on ArmageddonMUD more than some would care to admit.

I played Locke for a little over two RL years and during his time went through well over a dozen staffers, at least. I can attest that some I know to personally not particularly care for me almost always blocked me, and the ones I know I've always gotten along with were much more receptive to my efforts. If it were any other way though I would be extremely surprised. Many of the staff we have on board have never had to be professional outside of the game, so you can't expect them to have a set of practiced and seasoned professional ethics to utilize while staffing the game. I feel like you should almost have to present a professional resume to some extent to get on staff to prove you have the ability to function in a professional environment among other professionals on at least a somewhat mature level. Then again, if I take on a project, even a project for a game, I refuse to not be the best and always go full tilt. (They would likely argue, "This is a volunteer position bro, we don't want second/first jobs yo. Relax.". That's a fair point, but that's not who I am personally and I feel I have the right to hold them to my standards.) However as it stands the primary qualifier for getting on staff is, "Do we like you and do we think you won't rock the boat and will try to be our friend?". I can work with people I personally dislike. I do it all of the time. Never have had a single problem with them either. I can pretend to like people all day long to get to the final goal and produce the product. That's my entire life and has been for over a decade. I've interviewed for staff on this game. One bit of feedback I got from/during my interview was that some of my answers were possibly "too professional". I actually like the staffer who gave me that feedback, but, I found that somewhat shocking. Too professional was somewhat of an issue/not the right answer apparently... So, yeah.
