My guess is Jihaens and Lirathans will now be "Templars" in the same sense as Allanaki templars. If this is such, it might imply that there was needed balancing between northern and southern templars, which further implies that conflict will spring between either sect.

They need to do something to Lirathan templars. Their powers kill too many plots.
There is no undertuluk anymore. There are no red-fangs. There is no kryl threat anymore. There is no crime. And the two noble houses have been around since forever doing their thing which seems kinda stale at this point. And now there are no competing templar orders. There is no conflict in the city, unless you consider getting harassed for not having the right tattoos plots ( this of course driving more players from the city). Whatever little personal conflict you scrounge up still needs to be given a blessing my a faithful lady before it can proceed in a violent way.
I really think that if Allanak and Tuluk switched locations, tuluk would be competing with redstorm for highest population .

I don't know why Tuluk gets all the hate it does. It's not perfect, sure, but it adds variety to the game-world. I don't like the concept of Lirathans. State-backed psions that have personal bodyguards and unlimited number of people to practice on without fear of repercussions, played by PCs. It's an overpowered role that kills off many opportunities for plotlines. If Lirathans didn't exist, you could have actual players being the Secret Police and trying to infiltrate dissenting groups, etc or million of other ideas. Someone PMed me and said that they're going to be phasing out Lirathans or something in the future (cheap deus ex machina HRPT again?), I don't know it was kind of vague.

Guild mind-bending_martial artist This just might be the optimist in me talking but I want to believe the staff isn't that stupid. I do believe they have the best intentions at least for the game, if not always the best results. If i had to guess, lower level Templar will still be similar to Jihaen of the past with perhaps some very very moderate mind-bending abilities, which might be limited to offense or defense if anything. The ability to read your bio, see your thoughts, understand your feelings, and know everything about what you've been doing or plotting will probably now be limited to higher level templar similar to what red or maybe only black robes are. In short the people the general populace would have absolutely no general interaction with on a general basis hopefully allowing the players in tuluk the freedom others have have in Allanak. I cannot actually see this happening at all but wouldn't it be cool if with all the changes, tuluk would begin to reintroduce mages to society? Though perhaps only water and earth elementalist. In my head, Tuluk right now is at such a disadvantage against Allanak because despite Tuluk's superior military numbers and healthy virtual population numbers(I am assuming this though) allanak has a force of mages it can call upon alongside powerful templars. Water and earth elementalist who live in Morins village? Maybe even friendlier relations and alliances with tribes like the Al'siek who keep water and earth elementalist? Sunrunners? Well even I doubt it

Without mages in employ and without psionic ability to gather information, Tuluk will be in some significant disadvantage, compared to Allanak. I seriously doubt the Templars will lose those abilities.
Odds are, the problem was that since Jihaens took over control from the Lirathans, Lirathans were less eager to share information with Jihaens. Which leads to missing a massive espionage network, something that was practically an impossibility before.
Now, there will be less order vs order conflict and more individual templar vs individual templar.
This is all a guess, though.
