The encumberance skillgain code only appears to cover offense and defense. If it doesn't hinder weapon gains, you could totally do as abuzer says and live your life unbelievably encumbered while you ride around fighting tarantulas, but even as a veteran twink, that's more than I would commit to. It's just too far out. At that point, you're spending months doing something so silly that it can't possibly become part of your roleplay. It's the kind of thing you will get nogained for if someone catches on, so I wouldn't recommend it, even if it's possible to get away with it if you're off-peak and make sure never to attract any attention by doing things like wishing up about stuff or roleplaying with anyone who gets watched by staff.
But I'm sure it would be very effective. The main problem with weapon skills is offense, so if you can hamstring your offense gains by fighting with a wagon strapped to your back, you'll have no trouble missing even at the higher skill levels. I wouldn't have thought that one could actually survive grinding on spiders with shit defense and max encumberance, but I suppose you can start smaller and wait until parry and shield use are maxed. You'd be able to join a clan afterwards and work on a different weapon skill, looking like a middling fighter until one day you whip out your axe or whatever and amaze everyone with your secret mastery, if that's what gets you hard. But I wouldn't invest that kind of time into something I know I'll get nogained for if someone notices.
Unfortunately, that character would end up with 100 axe_vs_arachnids and 0 axe_vs_humanoids. I've never had the opportunity to really test how much this matters, but according to people who have, it's a pretty big deal. From what I've been able to glean in the codedump, it does look like it's a full third of the combat roll (i.e. weapon/offense/racial counting equally in terms of landing hits) which means that unless you found ways to use this trick against humanoids instead of tarantulas and still max out, you'll end up with a character that may be better than the plateau point for normal play, but will have a lower final potential because you'll never be able to work on axe_vs_humanoids once you've maxed chopping weapons. It's not a dealbreaker at all, but it is a disadvantage.

It's a grind but only takes a week RL, not months (if you can afford it). On the last point, vs_humanoids. You are right, that's why I prefer gith instead of spider I was saving that for the even-next-level twinkers to figure out, but here you go as a probonus. Once it's done and you got your weapon skill sorted, go and slowly start enjoying the base offense defense boost in a clan by barefisting and you will never ever have to twink weightlifting again. And barefisted fighting vs weapons is always justifiable with proper RP

How hard is it to get armour that encumbers you?
Wearing super heavy armour and fighting seems perfectly reasonable yea? No need for everyone out in the wastes to be a super quicketyquick ranger. Seems like staff would not mind, in so far as they'd think it might be a valid IC choice and you're not intending to twinkle.
I've rarely even tried heavy armour, is the encumberance it adds along with a reasonable amount of stuff in your pack not enough to penalise your misses enough? To get effective skill gains you'd REALLY have to load up?
Maybe I have this question because I don't do combat PCs so I know not the lifting powers of good stength

Unless you have really low strength, armor alone won't do it. You'll probably need bags of rocks or something like that. Keep in mind that you need to be not only encumbered but "unbelievably encumbered." I think even an average strength human in full silt-horror armor would probably only be at something like "heavy but manageable."

The penalties come in gradually as you pass the encumerbance limit yes?
So although being max encumbered is the best, even moderate encumberance helps?

Moderate encumb doesnt work cause u will kill toughest gith easily at very heavy. That means u wont get your 15 20 miss in a timer and u will have to kill more gith, which is better? Mass gith murder or a quick 20 miss and flee? There is only a single reasin for weighting urself down which is to miss and quickly get your weapon skill to max.
as i said 3 packs 2 on shoulders 2 pouched belts all full mek hide armguards scrab shell armor and 2 large bags full in inv full of shells

Let's break this down for you. From the top line in an example, if your attack-type is skill_sap or type_bludgeon From the second line, and you miss (IE typical fail requirement for combat) From the third line, it then rolls a number between 1 and 1000, multiplies it by 4. This is your base fail rate for having a gain (in other words, your chances for just not gaining at all on a miss is based on this percentage). From the fourth line, the percentage is increased by your encumbrance level from 0-11 (11 only being possible if you do something super glitchy and get yourself above unbelievably heavy), subtracted by 4, multiplied by 10. So let's say you're at unbelievably heavy, youre at a 60% increased chance to lose a gain.
Since the initial roll is for any number between 1 and 1000, let's split it up to make your chance to fuck up easier to understand. First you roll 1/10 to take the step in assuming youre no longer in the 1-1000 range and instead are now in the 1-100 range. If you succeed you then roll 1/100, and if youre at unbelievably heavy (+60%), you have a very marginal chance to land between 1 and 9 on that roll and even then it's not guaranteed you're going to roll successful against anything between 64/100 and 96/100 chance to succeed on your fail not counting. It would be something like 1 in 40,000 chance of you gaining under that circumstance.
Going down the line for each status and potential failure to gain we're gonna have
unbelievably heavy: 60+(Number 1 through 1000) * 4 extremely heavy: 50 VERY heavy: 40 very heavy: 30 heavy, but manageable: 20 manageable: 10 easily manageable: 0 light: -10 no problem: -20 very light: -30 + (Number 1 through 1000) * 4

let me show you the drill of one of my elf warriors after he maxed weapon skills, his name was Trooper T, Temir (later on Sandals in alleys). See how he was able to benefit both others (starting a fight with etwo and dodging them, I'm sure they were grateful) and for himself (because weapon was maxed then, he was focusing on getting offense & defense up)
He could dodge all even in 1 vs 3-4 scenarios
At this point since weapons are maxed, weight has to drop because at this point the goal is to maximize offense / defense
