Is it possible to sneak about hidden and remain "wanted"?
Seems that if you're codedly wanted it's almost impossible to get about the city.
Does this change with max sneak and hide?
I've used the "run" method with elf criminals. You wait until the soldier walks in after you, then when the NPC has its walk lag you go to the next room, corraling them almost allowing an escape. Your run lag is slightly faster than their walk lag, so you never get caught unless walking in a room with soldiers already in it.
The run method doesn't work where NPCs don't leave their position, like at any of the gates.
NPC Templars don't seem to arrest you, so if wanted, you can walk right past them.
It would be fun to play a perpetually wanted PC, but that just doesn't seem possible.
Has anyone found a workaround?

Hide on the rooftops, in the rinth, or in the sewers until it wears off. Be wary, if you're relying on an NPC's movement delay for your escapes, one day, you will be very sorrily mistaken because an NPC will insta-subdue you when they enter the room. Your only hope is to go somewhere that the NPCs don't have the coded skills to follow you. Assuming you have climb. (This is assuming staff havent given soldier NPCs master climb now too)
All soldier NPCs have master scan, maybe even beyond master as I've seen some crazy stuff, though you should be able to reliably hide past a halfgiant, though it's risky AF and I wouldn't dare try if I were you.

You can sneak+hide past soldiers just fine. If you're a pickpocket, burglar or assassin with maxed sneak and hide, you should pretty much never fail unless you're going around encumbered or with heavy armor that gives stealth penalties.
Note that some random rooms are no_hide, and it isn't always obvious. If you move into one of these, adjacent soldiers will run in and arrest you. One example is the Gaj cooking pits, it doesn't seem like it should be no_hide but it is.

Beware near the gates, there is at least one NPC soldier with a scan so high they can see invisible people.
If I was wanted and didn't want to risk much, and I could make it there, I'd probably hide out on the midden heaps in an alleyway. Beware some of the alleys, they have soldiers that path through them (or if you're a bad ass it could be a bonus area to get some phat soldier gear).

And PC soldiers seem to be a problem too for max sneak and hide pickpocket,burglar,assasin,slipknife, rogue? Somehow I don't think warrior PCs can see a max hide person, even if they are without hide gear.

There's one in the alley just north of the shop that sells cloth, another in the alley south of the temple of suk-krath and another in an alley somewhere off the wall road, just south of the building with all the elves. Keep in mind these heaps are enterable rooms but they also might be frequented by PC law enforcement because they are good hiding places.

I had no idea about the heaps. I can use "hide" to keep hidden from the Player based law who may search the heaps. Just change clothes into hiding gear and hide out.

Well, there's plenty, even if you don't want to risk climbing three rooms onto a real rooftop where getting back down can be hazardous. All you need is a spot where no soldier wanders by within one room's distance. In many parts of the city, you can climb two rooms up a wall and no NPC soldier will bother you. It's pretty unlikely that any militia PCs will happen to look up in that exact room, just in case you don't have hide. Just cling to the wall for an hour or so. Then, sorted by quarter:
Commons:
- There's two empty houses off the eastern part of Stonecarver's. Usually the doors are unlocked, I think they reboot like that.
- In the plaza near the Red's there's a building with a cobbler. Open door, go north, close door. Nobody ever comes in there.
- Alley between Theyak's and Wall Road.
- Elf hangout off Wall Road, a few rooms south of the west gate.
- Dwarf hangout behind the stonemason dwarf on southern Theyak's.
- The crumbling roof west of northern Theyak's. Either hide on the roof or find the hidden crack and go down into the hallway. Has door to Wall Road.
- The kiln area behind the clay shop just north and west of the Red's. You'll need to be hidden to open the door.
Bazaar:
- There's that one useless shop in a tent/stall that sells like two things, a useless bracer and some kind of ceramic vest. Go east.
- East inside the Kurac pavilion, behind a curtain.
- That shop with cosmetics in the northwest part is safe to hide in, no soldiers wander past outside. You can probably just stand in the NW corner too.
Gemmed:
- West from the Drov temple and two south. Soldiers do come into this street and go north, but they don't go south.
- Many climb rooms and rooftops, especially around the alleys.
