The stun cost seems insane to use this skill. Maybe it is that out of all of my characters, only two have branched it, and never have I gotten it past novice.
Is it useful? Does it scale well?
At master, does it cost less and inflict more stun damage to the other party?

It really depends on the role but if someone is hiding out, while it can't keep people from discovering that you're alive and logged on, it can keep them from trying to taunt you.
Also at high levels it can actually cause minor damage to someone else. It can help kick out mindbender too, but more difficult. The stun cost goes down as skill level goes up. It's more effective with a higher wisdom score.

It's more effective with a higher wisdom score. i think his question was more does the bang ever become worth the buck ie does it ever get to point of costing equal or less stun than it does to contact someone

If you play a character with anger issues, expel is worth it just to be able to do the Armageddon version of angrily slamming your phone mid conversation.
