Some shields and items give buffs to the skill, I think the tower shield from Luir's is something insane like 5%-10%, but I've never tested it personally, only seen it used. It was ridiculous, there must have been 4-5 very lethal mobs attacking and that shield made it trivial.

if we're talking an elf or a gith or anything with high agility, a solid archery skill and a good bow, your shield and parry are crap. Your PC too if they get neck / headshot.
Think of it like demonfire at mon or a lightning bolt from an ellk at mon.
Or think of it like your PC, bashing and etwoing another PC to death.
All PCs have their trump card.
And even those sometimes crap out.

I thought shields blocked arrows, but apparently they do not (at least anymore). Was this ever the case? I recently had a load of gith shoot at me, and I only got the chance to parry away their arrows, but not block it with the shield I was wielding. If this is the case, how do you defend against archers? Besides running, chasing them or shooting back? edit: if you stand while being shot at... you're an idiot. Break ranks. Charge. Bash. Trample. Kill.

I thought protector was given higher max in their parry and shield use. Would make sense to be honest.

Would make sense to be honest. no higher than a main guild's max, which is warrior's. no sub guilds, including extended ones have higher caps than the max of a main guild's cap. i.e. no subguild has over 90 archery, no sub guild has over 45 shield, no sub guild has over 95 sneak

Sort of odd that the shield use skill caps out at 45% if that's the case. i'm pretty sure about that. also, shields have a %x chance of blocking the melee attack, regardless of other combat dynamics. And that % is the skill. It gets a single bonus from agility, and defense has nothing to do with it. this is how you can test by fighting someone with max shield use. they will block your blows %45 of the time. run a long test and you will see. regardless of being 100 day warrior, or 1 hour warrior (assuming they maxed it somehow) for the archery case, it feels like more checks are being done. such as shooters agility, skill, bow, arrow, and defenders agility, defense, shield use. or perhaps it's simpler. but i don't want to speculate over something i have no clue about.

I think parry takes into account their parry skill as well. Or I think more specifically parry takes into account the defense skill. This is just speculation from playing.

Not against maxed delf agility archery, apparently. That's their trump card. although I am not aware of this thing, keep in mind that they are sun runners, meaning not only max archery top agilitybut also max strength (even beyond elven limits) due to magick rings (empower, at mon or sul, unlimited) related to max strength, top bow great arrows (special made) that is the peak of what an archer can achieve

I think shield size is effected the same way heavier armor is more effective in that it can mitigate more damage.

THE ACTUAL TRUTH:
As someone else already said, parrying/blocking arrows with your weapon/shield comes down primarily to your Defense vs their Offense. There's some skill involved, but keep in mind their maxed archery (at around ~90) is also way higher than your parry (65) or shield (45).
If you were mounted, and didn't have a weapon out (i.e, only holding a shield), and were a warrior, you would have had A HUUUUGE penalty to Defense as well. There is no easier target for a delf to pincushion, than some mid-tier warrior riding around with only a shield out thinking he's safer than with a drawn weapon.
A warrior can easily block/deflect arrows, but they have to have twinked offense/defense, and no-hands riding.
That's all there is to it. I've been in numerous PvP situations as either the delf, or the person getting shot. Trust me. (Your best bet for fucking up delves is to just rush in and spam 'charge shadow'. If you can't do that, then just run away, Mr. Bynner. Most delves have very shitty combat skills in a face to face fight, since so much of it is based not on Agility, but Strength (and they get reeled very easily). This isn't always the case, but it mostly is. Abuzer (twink warrior dwarf, no scan) went through four Red Fangs by himself, in a sandstorm, in like 30 seconds.
RE: Shields
Blocking is a flat chance (max 45), theoretically modified by Strength (some have claimed Agility, I think it's Strength, cause of my greater experience in Half-Giants vs Delf maxed out warriors) with a bonus on top of that, depending on the kind of shield you're using.
It's just that the shield bonuses are all random/craptacular and make little sense. So it's quite possible a buckler will give as much +shield use as say, a 3,000 sid tortoiseshell tower shield. There's also strong evidence that how much damage a shield can take is copy-pasted more or less at random, because I've seen shit shields last forever and expensive ones made out of good material get battered from sparring elves.
What mostly matters is Strength and Defense (i.e, have high enough riding to not be penalized and be WIELDING A WEAPON).
