The goals are:
- To be able to steal and plant items on someone's person reliably.
- To be able to move about surreptitiously and overhear conversations.
- To be able to break into people's homes with the intent on planting/stealing key items and overhear conversations/mudsex
- To be able to deliver poisons to people through interaction (slip a poison into someone's drink for example).
The relevant skills would seem to be:
- Sleight of Hand
- Peek
- Steal
- Sneak
- Hide
- Pick
- Listen
- Scan (good to know when you're not alone)
- Climb (move around even more unseen)
- Search (find secret entrances)
- Poison
For the purposes of this conversation I'm not looking at backstab, sap or other direct combat skills. We're also assuming I don't have lots of meta knowledge on where all the secret exits are.
The three obvious choices are Pick Pocket (who've recently been buffed thanks to undoing people's packs), Burglars and Assassins.
Pick-Pockets
They get:

As we can see assassins won't get peek while burglars will be significantly worse at it.
Assassins and Pickpockets are equally good at scan while burglars don't get it.
Everyone is equally good at sneaking while burglars are the best (by a smal margin) at hiding.
Burglars are the best at listen while assassins follow and pickpockets are after that.
Pickpockets are the best at stealing while burglars sigifnicantly fall behind.
Pickpockets are the best at sleight of hand, then burglars, then assassins.
No-one is as good at climbing as a burglar, but this can probably be recreated through climbing gear (and not carrying pieces of furniture).
Burglars are the only ones who can get really hard locks while assassins are just above middling.
Only burglars can search (not the most useful skill).
No-one comes close to an assassin at poisoning people.
Now every class can have their shortcomings made up by taking an extended subclass which anyone with 1 karma or above can take. I haven't found any lists for these so here are the speculated skills they come with.
Cutpurse
They potentially get:
Steal
Peek
.Scan
Taken with Pickpocket: No benefit.
Taken with Burglar: Get scan and possibly higher peek and steal?
Taken with Assassin: Get steal and peek.
Rogue
They potentially get:
Peek
Steal
Sneak
Hide
Possibly Pick
Taken with Pickpocket: Potentially get pick.
Taken with Burglar: No benefit.
Taken with Assassin: Get steal and peek and maybe pick at higher level?
Slipknife
Poisoning (max is above burglar)
Taken with Pickpocket: Get poisoning, but not pick.
Taken with Burglar: Get better poisoning.
Taken with Assassin: Get nothing.

So which class and subclass is best for this concept I've outlined at the start?
Burglars at face value get almost everything (and any old subclass can grant scan). However their peak is 30 below a pick pocket, steal is 35 below a pick pocket, sleight of hand is 10 below a pick pocket and poison is 45 below an assassin. They're good at lots of things, but they're not great at anything except pick, climb (meh) and hide. Is that enough? Would a Burglar/Slipknife shore up that deficiency (although say goodbye to scan)? Is having 60 in steal good enough if you're not looking to lift swords or thousands of 'sid from people's belongings?
Pick-pockets are great at stealing things directly from people. But they're lack of pick makes it difficult to overhear people when they're talking in locked apartments (and forget shadowing someone in because if they quit your screwed). Their lack of poison also doesn't make them the most versatile. Does slip knife get pick? If so is it high enough to be of any value?
Assassins on the other hand are great if you want someone dead. But you could always get a drink poisoned by them and then plant it on someone. It takes a bit more work (and potentially is unrealistic depending on the situation), but it could work for a pick pocket. Is poisoning really that great if you're not looking to primarily focus on PvP? Rogue would shore that deficiency, however does it give steal and peek at sufficiently high levels to be of any use?
What do people think? I don't know if anyone here will be interested in this as a lot of the guides are PK/Combat focused. But I'd appreciate some thoughts/experience if anyone has any.
